流浪儿童问题是社会结构转型与社会现代化的产物,是世界各国普遍存在的社会现象。在政府和社会各届力量的积极参与下,我国流浪儿童救助状况得到较大改善,但仍存在诸多问题。文章从公共政策角度研究梳理并提出了流浪儿童救助在“入口关”、“过程关”、“出口关”中应完善的方面,以期实现流浪儿童政策制定的过程化管理。
The problem of street children is a product of the social structural transformation and social modernization and is a common social phenomenon in various countries in the world. With the active participation of the government and various social forces, the relief of homeless children in our country has been greatly improved, but many problems still exist. From the perspective of public policy, the article combs and puts forward the aspects that the stray children should improve in the “entrance clearance”, “the customs clearance” and “the exit clearance” so as to realize the process management of the development of street children .
