随着社会主义市场经济体制的建立和国家法律体系的逐步完善,公民、法人的法治意识普遍增强,改变计划经济体制下单一依赖行政手段的管理方式,逐步由政策调整向主要依赖法律调整转变,发挥法律在调整利益关系、规范社会行为、构建和谐社会中的作用,全面推进依法行政、依法治教,已成为必然趋势。为适应这一需要,本刊开辟了“教育法治”专栏,原上海市教委政策法规处处长郑挺担任栏目主持人。“教育法治”专栏将为学校、教师、学生和教育行政人员学法、用法提供服务,并为各方人士研究、咨询教育法治中的新情况新问题,为各方人士发表对有关问题的见解,提供一个平台。“教育法治”专栏的内容将是丰富多彩的。就教育法治的主体而言,涉及学校、教师、学生、教育行政部门和政府及社会的其他相关方面;就教育法治的范围而言,涉及教育立法、教育执法和执法监督,涉及教育行政部门依法行政和学校依法自主办学,涉及教育法治的理论研究与实践话题。
