缩小地区间的差距不可能靠把地区间的发展水平拉齐来实现，而要在充分利用地区间比较优势的基础上通过“人均收入”的均等来实现。因此，不仅要增加对落后地区的投入，还要积极促进落后地区的人口向发达地区的流动，改变各地“人均收入”的“分母”。政府要把人口流动、发达地区城市建设（特别是小城镇建设）等列入今后长期经济发展计划，作为最重要的任务之一加以对待。发达地区多拿出一些资金（税收）搞基础设施建设和加强社会治安等等，以吸纳更多的人口，也是为缩小地区差距做贡献。
It is impossible to narrow the gap between regions by raising the level of development among regions, but by making full use of the comparative advantages among regions through the equalization of “per capita income”. Therefore, we must not only increase investment in the backward areas, but also actively promote the flow of the population in the backward areas to the developed areas and change the “denominator” of “per capita income” everywhere. The government should treat population mobility, urban construction in developed areas (especially small town construction) and other long-term economic development plans in the future as one of the most important tasks. In the developed regions, some extra funds (taxes) are needed to engage in infrastructure construction and social order and so on, so as to attract more people and make contributions to narrowing the regional disparity.
