民族法律资源可以保障国家对西部及民族地区投入的兑现,保障国内外技术和资金进入方的合法权益,促进西部及民族地区市场经济的健康发展,为维护和发展“平等、团结、互助”的社会主义民族关系创造良好的法治环境。在实施西部大开发战略中,要借鉴外国立法经验,充实民族法律资源,贯彻自治法、用活自治权,严格执法、强化监督,深入开展普法教育,提高民族法律意识。
