辽朝时期的阜新地区,是头下军州较为集中的地方。头下军州的拥有者是以皇族和后族为主的契丹贵族。头下军州,既是行政组织,又是军事组织,是辽朝地方制度中的一种特殊形式。以头下军州为特色的辽代阜新地区军事制度,是辽朝军事制度的重要组成部分。辽代阜新地区大量的兵源、丰富的兵种、相应的军事实力,以及独特的军事管理模式,深受辽朝统治者的重视,也为辽朝社会的稳定发挥了重要作用。当时的阜新地区是辽朝政治、军事、经济、文化发达的地区之一,其中的军事制度值得研究。
