我所是农业科研单位,医疗费由卫生部门拨付,实行“核定指标,包干使用,超支不补,结余留用”的管理办法。1992年以前核定的医疗费是9元/人、月,从1993年起提高到12元/人、月,全年144元/人。职工生病住院,单靠上面拨的经费很难保证收支平衡,农业科研单位组织收入的能力较低,要承担这种额外的福利支出,困难重重。自1990年以来,我们开始考虑医疗费与个人适当挂钩,按“上面拨一点,单位补一点,个人付一点”的原则,制订出一套医疗费的管理使用制度。
Our institute is an agricultural research institute. The medical expenses are paid by the health department, and the management measures of “approved indicators, contracted use, over-expenditure, no compensation, and retained balance” are implemented. The medical fee approved before 1992 was 9 yuan/person/month, and it was raised to 12 yuan/person/month from 1993 and 144 yuan/person in the whole year. It is difficult for the employees to become ill and hospitalized. It is difficult to ensure balance between revenue and expenditure, and the ability of agricultural scientific research units to organize income is low. It is difficult to bear this additional welfare expenditure. Since 1990, we have begun to consider the appropriate link between medical expenses and individuals, and formulate a set of management and use systems for medical expenses in accordance with the principle of “putting a point above, making up a point, and paying an individual”.
