“对口挂勾,互派观察员”是我局小腊二处第四工程队党支部在大跃进形势下所发起的一种新的、有效的社会主义革命竞赛形式。它不但是一个生产竞赛的方法问题,同时又是一个新的群众路线的运用问题。通过这一方法,解决了推动生产,促进平衡,突破关键,鼓舞干劲,改变思想,加强协作等一系列的问题,同时也广泛发动群众,自觉地参加了管理与现场鼓动工作,发扬了工人阶级蓬勃奔放的革命热情,加强了劳动人民当家作主的主人翁态度。因而,这是一个新的领导方法与新的群众路线方法上的革命。对工作性质相同的邻近单位,通过互派观察员,进行共向学习,彼此鼓午,互查薄弱,互促关键,用先进带落后,落后赶先进,既促又带,边学边改,又竞赛,又协作的办法,来达到推动生产,鼓舞干劲,取长补短,共同提高的目的,乃是这一竞赛方法的实质所在。

They will be advanced and backward and catch up with the advanced ones. The essence of this competition method is to achieve the objective of promoting production, boosting one’s strength and learning from each other and improving together by means of competition and collaboration.
