党中央和国务院领导同志几次到辽宁来,都特别强调“各级党政领导,要把精力集中到搞好国有大中型企业上来”,这既是针对辽宁的实际提出的要求,也表明党和国家高度重视国有大中型企业的振兴。 改革开放十五年来,我们在抓国有大中型企业上下了很大的力量,近几年在集中精力、加大领导力度上又有很大的加强,在大中型企业的改革、改制、改组、改造上作出了艰苦的努力,积累了不少好经验,取得了一定成效。
