所谓电平衡就是用电体系(一个设备、一个车间、一个工厂都可以视为一个用电体系)的电能收入,电能分布与流向、电能的有效利用与损失,在数量上进行测定、分析和平衡。进行电平衡的目的是考查企业电能构成、分布、流向、损失,分析企业电能利用水平,从而查找企业的节电潜力,明确企业的节电途径,为合理使用电能,提高电能利用率提供科学依据,1987年3月12日,国家经委、国家计委《关于进一步加强节约用电的若干规定》指出:“国家戴帽下达用电指标的企业,应在今明两年内完成电平衡测试,其它年用电量在五百万度以上的企业,应在1989年内完成。据此制定节电规划,边测边改,取得实效”。 在企业电平衡测试中,除了现场测试需要大量的人力之外,对于各种数据的汇总、计算、登记等,也需要大量的人力。这项工作的特点是数据多,计算量大,容易出错。针对上述情况,我们通过一段时间的努力,比较成功地将IBM—PC用于电平衡测试,实践证明,由于将电子计算机用于电平衡测试,可以精确无误地代替许多繁琐的、重复的人工劳动,大大提高了工作效率,并使得电平衡测试工作向规范化、系统化、表格化的方向迈进了一步。 在企业电平衡测试中,要按照上级有关部门的规定,对全厂(矿)的变压器、电动机、风机、水泵等用电设备进行全面的测试?
