新疆塔里木盆地是我国能源矿产资源丰富的地区,为国家建设输出了大量能源,但本地的经济发展却依然落后,资源开发利用补偿体系不健全是其中最重要的原因之一。本文从区域公平角度出发提出了塔里木盆地矿—农复合区矿产资源开发利用补偿体系框架构建思路,明确了矿产资源开发利用补偿主体、补偿对象、补偿方式、补偿标准与补偿资金来源,提出要综合运用法律、经济和市场调节等手段和措施,建立矿产资源开发利用补偿机制和利益共享机制,充分考虑资源地居民的利益,以实现资源型地区经济社会的可持续发展和社会稳定。
The Tarim Basin in Xinjiang is a region rich in mineral resources of our country and has exported a large amount of energy for the construction of the country. However, the local economic development is still lagging behind and the compensation system for resource exploitation and utilization is not perfect, which is one of the most important reasons. Based on the perspective of regional fairness, this paper puts forward a framework for constructing the compensation system for exploitation and utilization of mineral resources in the ore-agrarian complex in the Tarim Basin. It also clarifies the subjects of compensation, object of compensation, compensation methods, compensation standards and sources of compensation funds for the development and utilization of mineral resources. By means of legal, economic and market regulation and other measures and measures, the compensation mechanism and benefit-sharing mechanism for the exploitation and utilization of mineral resources shall be established and the interests of residents in resources resources shall be taken into full consideration so as to achieve the sustainable economic and social development and social stability in resource-based areas.
