中小学校长的选拔与培训,是基础教育的一项基础工程。在当前教育的改革与发展不断取得新成就的形势下,这项工作就显得更加重要和迫切。党的十一届三中全会以来的十余年间,我们的教育工作着重在调整结构、理顺体制、改善办学条件和端正办学方向等方面,并且取得了显著成就。但在提高教育质量的关键性问题上,在教育内部的管理与政策上,还有待我们花更多的精力,下更大的功夫。教育事业越发展,社会对教育的质量要求就越高、越强烈,尤其是在多渠道筹措资金,从根本上改善了办学条件之后,这种需要就显得更加突出。
The selection and training of primary and secondary school principals is a basic project of basic education. At a time when new achievements are constantly being made in the reform and development of education, it is even more important and urgent. In the more than ten years since the Third Plenary Session of the Eleventh Central Committee of the Party, our education has focused on adjusting the structure, straightening out the system, improving conditions for running schools and rectifying the orientation of running schools. We have achieved remarkable successes. However, on the crucial issue of improving the quality of education, we still have to spend more energy and make more efforts in the management and policy of education. With the development of education more and more, the higher and stricter social requirements of education are, the more prominent the need arises especially when funds are raised through multiple channels and the conditions for running schools are fundamentally improved.
