我国中小企业发展呈现出以下趋势 :非公有制中小企业发展越来越快 ,农村中小企业逐步向小城镇集中 ,专业化协作进一步加强 ,新兴产业进一步增加 ,规模经济不断发展 ,国际合作的空间进一步拓展。因此 ,政府扶持中小企业发展的主要政策目标是 :( 1)鼓励支持非公有制中小企业发展 ;( 2 )鼓励和扶持小城镇中小企业集中发展 ;促进大、中小企业之间专业化分工协作体系的形成 ;( 3)推动中小企业技术进步和技术创新 ;( 4 )规范和指导中小企业改革 ;( 5 )鼓励和扶持外向型中小企业发展 ;( 6 )鼓励和支持中西部、贫困地区中小企业发展。
The development of small and medium-sized enterprises in our country shows the following trends: the development of non-public-owned SMEs is getting faster and faster; the rural SMEs are gradually concentrated in small towns; the specialized cooperation is further strengthened; the emerging industries are further increased; the economies of scale are continuously developed; the space for international cooperation is further expanded . Therefore, the main policy objectives of the government in supporting the development of SMEs are: (1) encouraging and supporting the development of non-public-owned SMEs; (2) encouraging and supporting the development of small and medium-sized enterprises in small cities and towns and promoting the system of specialized division of labor among large and medium-sized enterprises (4) regulate and guide the reform of SMEs; (5) encourage and support the development of export-oriented SMEs; (6) encourage and support the development of SMEs in the central and western regions and poor areas .
