水是生命之源,是人类赖以生存和发展的最重要资源,但是由于其有限性,使得水资源危机越来越严重。长期以来,我国利用计划经济手段来调配水资源,在这种管理模式下,由于权属不明,缺乏利益激励和刺激机制,水价背离价值,不能体现供求关系,导致用水效率低下,水资源浪费严重。随着市场经济的建立和逐渐完善,建立水权制度、允许水权交易,是我国管理水资源、提高用水效率的必然选择。
Water is the source of life, is the most important resource for human survival and development, but due to its limited nature, the water crisis is getting worse and worse. For a long time, China has used planned economy to allocate water resources. Under this mode of management, because of unclear ownership and lack of incentive and stimulation mechanism, the price of water deviates from the value and can not reflect the relationship between supply and demand, resulting in inefficient use of water and serious waste of water resources . With the establishment and gradual improvement of the market economy, establishing a water rights system and allowing water rights transactions is an inevitable choice for our country to manage water resources and improve water use efficiency.
