随着我国改革开放的不断深入,市场经济日益活跃,回扣已成为商品流通领域中令人关注的热点。一种观点认为回扣是一种正当的经济现象,应积极引导,兴利抑弊。另一种观点则认为回扣导致一部分企业和个人为了自身的利益,损害对方以至于国家利益,一些掌握财权、经营权的“经营人员”为了追逐回扣,不惜损害本企业、本单位的利益,以权谋私,收受贿赂,给经济生活和廉政建设造成极大危害,必须加以反对。
With the continuous deepening of China’s reform and opening up and the increasingly active market economy, rebates have become a hot topic in the field of commodity circulation. One view is that kickbacks are a legitimate economic phenomenon and should be actively guided and benefited. Another view is that kickbacks have caused some companies and individuals to harm their own interests as well as national interests for their own sake. Some “business personnel” who have control of financial and operating rights have pursued kickbacks at the expense of the interests of their own companies and their units. Accepting bribes will cause great harm to economic life and clean government construction and must be opposed.
