各位代表、同志们:中国卫生经济学会第四届会员代表会暨第七次年会今天就要结束了。下面,我就会议情况和学会今后工作讲一些意见,供各位理事和代表们参考。一、关于这次会议这次会议是在党的十五大胜利闭幕以后,全国人民认真学习十五大精神的热潮中召开的。江泽民总书记在十五大的报告,是党的重要的历史性文件,明确了我们党的旗帜问题,确立了本世纪末至下世纪初建设有中国特色社会主义事业的方向和战略方针问题,是统一全党、全国各族人民思想和行动的纲领,也是指导我们开好这次会议的思想武器。1996年召开的全国卫生工作会议,以及《中央中央、国务院关于卫生改革与发展的决定》(以下简称《决定》)确定了卫生工作的大政方针。近一年来,从中央到地方,各级卫生部门队真学习贯彻会议精神;各级党和政府加强了对卫生工作的领导,进一步明确了发展卫生事业的责任,完善并落实了一些重要的卫生工作政策,也包括经济政策;广大卫生工作者认真总结卫生工作的历史经验特别是改革开放以来的经验,以《决定》为指针,深化卫生改革,加快事业发展,卫生工作出现了非常好的势头。因此,这次会议也是卫生经济界交流贯彻、落实全国卫生工作会议精神经验,共同探讨卫生改革与发展大计的会议。
Dear delegates and comrades, The fourth member representative meeting of the Chinese Health Economics Association and the seventh annual meeting are coming to an end today. Below, I will give some opinions on the situation of the meeting and learn about the future work for the directors and representatives. I. About this meeting This meeting was held during the upsurge of the Party’s 15th National Congress of the Communist Party of China. The General Secretary Jiang Zemin’s report at the 15th National Congress of the Communist Party of China was an important historical document of the party, which clarified the issue of our party’s flag and established the direction and strategic direction for building a socialist enterprise with Chinese characteristics from the end of this century to the beginning of the next century. The program of unifying the thinking and actions of the entire Party and the people of all ethnic groups in the country is also an ideological weapon that guides us to open this conference. The National Health Work Conference held in 1996 and the Decision of the Central Committee of the Central Committee and the State Council on Health Reform and Development (hereinafter referred to as the “Decision”) defined the major policies for health work. In the past year, from the central to local levels, the health departments at all levels have truly studied and implemented the spirit of the conference; the party and government at all levels have strengthened their leadership in health work, further clarified the responsibility for the development of health care, and improved and implemented some important health Work policies also include economic policies; health workers in general have carefully summed up the historical experience of health work, especially since the reform and opening up, and used the “decision” as a guideline to deepen health reform and accelerate the development of their careers. Health work has shown a very good momentum. . Therefore, this meeting is also a meeting of the health and economic community to exchange and implement the spirit of the National Health Work Conference and jointly discuss the major issues of health reform and development.
