积极承接产业转移是中西部地区实现经济跨越式发展的重要举措,也是落实国家“实施西部大开发,中部崛起”战略的具体体现。长期以来,由于我国经济发展的非平衡性,导致东西部地区之间经济发展水平存在较大差异,使中西部地区承接产业转移时面临许多困境。中西部地区在承接产业转移时,必须统筹兼顾,把握好眼前与长远、经济发展与生态平衡等各方面关系,因地制宜,同时将承接产业转移与产业升级相结合,实现中西部地区的可持续发展。
Actively undertaking industrial transfer is an important measure for realizing the leapfrog economic development in the central and western regions as well as a concrete manifestation of the state’s strategy of “implementing the great development of the western region and the rise of the central region.” For a long time, due to the unbalanced economic development in our country, there has been a big difference in the level of economic development between the eastern and western regions, leaving many difficulties for the central and western regions to undertake industrial transfer. When undertaking industrial transfer, the central and western regions must take all factors into consideration and grasp the relationship between immediate and long-term economic development and ecological balance so as to adapt to local conditions and at the same time integrate the transfer of industries with the industrial upgrading so as to achieve the sustainable development of central and western regions .
