自从改革开放以来,国家为了扶持教育产业的发展,加快科技成果的产业化、商品化、鼓励高校兴办科技产业,鼓励高校教师、学生将科技成果投入、转化成产品,将自身的高科技成果形成高附加值的商品,创造较高的经济效益和社会效益,从而彻底改变抱着专利、科技成果等饭吃的被动局面,制定了相当多的优惠政策。高校科技产业也因此获得了较快的发展,涌现出一批象北大方正、清华紫光、交大南洋科技等一批代表中国高校科技产业形象的新型企业,为促进科技成果的产业化、市场化作出了榜样。但是,校办科技产业在蓬勃发展过程中,也出现了一些问题,这些问题的出现,直接反映了校办科技产业财务管理与财务监督不力有关。在新的时期,我们在继续贯彻《中共中央、国务院关于加强科技创新,发展高科技,实现产业化的决定》的同时,特别要重视加强校办科技产业财务的监督与管理,以促进高校科技产业健康、持续、稳定地发展。
