发动与组织群众开展选种运动,评选优良品种,是增加作物产量的有效办法。本省去年选出的二百四十余种小麦优良品种,都比当地一般品种增产百分之十到百分之二十,便是明显的例证。现距麦收已为期不远,为坚决实现中央人民政府农业部五年良种普及计划与更加有力地奠定丰产基础,各级政府必须对这一工作引起足够重视,认真的开展小麦选种换种及评选良种运动,以普遍发动与组织农民选种留种为主,重点进行评选,具体指示如下:(一)普遍发动与组织农民选种、留种。因农民从自己的田地里选出的种子,对土质、气候适合,不似外来品种须有一个试种阶段;又因技术比较简单,农民一般都能作到。今年作到普遍选种,明年在种子方面就能增产,良种普及以后,更要年年选种,更能保持与提高良种纯度。因此要求各级政府认真而具体地发动与组织农民大力开展这一工作,注意纠正过去只作一般号召而形成自流的偏向。普遍发动群众「田间片选」(划定一
