本文回顾了贫困地区支柱产业问题提出过程之后,以河南信阳地区为例,着重论述了支柱产业的作用(组织千家万户脱贫致富,使地方财政增收减补,带动其它产业发展)、特性(系列性,规模性,地域性,时段性)、脱贫阶段发展支柱产业的意义(巩固脱贫成果,稳定生产与生活;有利于提高产品质量,增强市场竞争力,推动区域经济发展;提高地方财力,增强区域经济实力;促进区域经济结构改善,形成社会化服务体系)和支柱产业选择的原则(以优势资源为基础,产品具有现实和潜在市场竞争能力,与现有社会经济条件相适应,能带动广大农户脱贫致富,在较短时间内能形成支柱产业),最后提出当前应做好制订规划,建立组织领导系统和制定特殊政策三项工作。
