仅仅以人均GDP作为经济成长阶段的测度指标,无法真实准确反映长三角区域经济成长内涵和质量。总体上判断,长江三角洲地区总体上处于由投资驱动向创新驱动的转型发展阶段,高端制造业的国际竞争力明显处于弱势。重新梳理创新驱动阶段的经济增长动力,可以发现长三角地区合作创新滞后于其一体化进程。针对区域创新储备不足、地方政府的本位倾向、政府政绩的非共享性或排他性等困境,通过构建多赢的战略协同体制,培育区域合作创新文化和创新网络,完善区域创新系统,有助于提高区域竞争优势,推进区域合作创新。
