各市人民政府,省政府各厅委、各直属机构:为落实《国务院批转财政部关于完善省以下财政管理体制有关问题意见的通知》(国发[2002]26号,以下简称“国务院26号文件”)精神,规范省市政府分配关系,建立省市两级政府收入和财力稳定增长机制,缩小地区间发展差距,促进经济和社会事业的协调发展,根据省委关于进一步完善省市财政管理体制的要求和省十届人大常委会第一次会议关于完善省市财政管理体制的决议,省政府决定从2003年1月1日起,进一步完善我省现行的省市财政管理体制。
