2008年是我国的“全业务运营元年”。随着5月份电信重组的正式宣布,期盼已久的全业务运营大幕徐徐开启,新的三大运营商基本具备了全业务运营的实力。然而,我国运营商长期以来实行移动、固网分业经营,除了中国联通以外,其他运营商不具备全业务运营的经验。当大门突然敞开、运营商可以放手一搏时,他们在击掌相庆的同时内心却充满了困惑:如何综合利用固定、移动、无线等网络优势,如何有选择有重点地开发适合的业务,如何制定灵活的资费策略?
