党的十一届三中全会以来,中国的改革开放取得了举世瞩目的成就,经济持续、快速发展,人民收入普遍提高,中国社会已经整体步入了小康社会。然而自上世纪90年代以来,转轨中的弱势群体问题日渐凸显,并成为党和各级政府不容回避的沉重话题。
Since the Third Plenary Session of the 11th CPC Central Committee, China has made remarkable achievements in its reform and opening up. With sustained and rapid economic growth, people’s incomes have generally risen and Chinese society has generally stepped into a well-to-do society. Since the 1990s, however, the issue of vulnerable groups in transition has become increasingly prominent and has become a heavy topic that the party and governments at all levels can not shy away from.
