在现行经费运行渠道下,团以上部队设立财经工作委员会,作为对新形势下财经管理运行机制出现断层的一种补充,代表党委行使财务集中统管的权力,并履行宏观调控的职能,既是一种有益的尝试,又显得非常必要。文章在分析了设立部队财经工作委员会的必要性、可行性和现实意义的基础上,就部队财经工作委员会的地位及基本职能作了较为全面深入的阐述;并就加强财经工作委员会的制度建设、自身建设等问题提出了可操作性的建议。
