党内基层民主是党内民主的基石。党的十七届四中全会指出:“要以保障党员民主权利为根本,以加强党内基层民主建设为基础,切实推进党内民主”。当前,各级党组织要以尊重党员主体地位为前提,以保障党员民主权利为基础,以完善制度体系为重点,切实落实好党员的知情权、参与权、选举权和监督权,积极推进党内基层民主建设。完善党务公开,落实党员知情权。落实党员知情权,最根本的是要健全完善党务公开制度。要明确公开内容,凡属党内规定要求公开的事项,都要在适当范围内以适当方式进行公开,
