目的调查北京城乡地区卫生监督协管工作现状并进行探讨。方法对北京城乡接合部三间房地区卫生监督协管服务背景及概况进行简要陈述,指出基层医疗机构人员短缺、人员收入不高、财政投入力度不足、协管员缺乏相关法律法规与专业知识及在履行职责时可能引起争议的职权问题,并针对问题提出相应的对策。结果提出加强卫生协管员队伍建设、建立健全考核标准及激励机制、提高激励效果、强化协管员相关法规与知识培训和明确协管员自身工作职能与权限等建议,以促进卫生监督协管工作顺利推进。结论北京城乡地区卫生监督协管工作开展尚存在一定困难与问题,需要进一步改进与完善。
Objective To investigate the status quo of health supervision and co-ordination in urban and rural areas in Beijing and to discuss the problem. Methods A briefing was made on the background and general situation of health supervision and co-ordination service in Sanfangfang District of Beijing’s urban and rural areas. It was pointed out that shortage of personnel in basic-level medical institutions, low income of personnel, inadequate financial investment and lack of relevant laws, regulations and professional knowledge of facilitators and In performing their duties may cause controversial issues of authority, and put forward appropriate countermeasures on the issue. The results proposed to strengthen the construction of health coordinator team, establish and improve the assessment criteria and incentive mechanisms, to enhance the incentive effect, and strengthen the relevant regulations and knowledge training and coordinators to clarify their own work functions and competence and other recommendations to promote health supervision and management Work smoothly. Conclusion There are still some difficulties and problems in the coordination of health supervision in Beijing urban and rural areas, which needs to be further improved and perfected.
