参保人员达到法定退休年龄且缴费年限满15年以上,只是其享受基本养老保险待遇的基本条件。养老金与缴费时间、缴费年限、缴费数额呈正比例关系。在现实中,由于各种原因导致劳动者缴费时间晚、缴费年限短、缴费数额少,其养老保险权益受到了相当程度的损害。值社会保险法立法之际,探讨这一问题,有利于更好地完善养老保险制度,维护劳动者养老保险权益。
If the insured person reaches the statutory retirement age and the payment period exceeds 15 years, it is only the basic condition for enjoying the basic pension insurance. Pension and payment time, payment years, payment amount is proportional to the relationship. In reality, due to various reasons, laborers are paid late, the payment period is short, and the amount of payment is small, the rights and interests of pension insurance have been seriously damaged.
