各位代表:福州市第三届各界人民代表会议经过了八天的热烈地紧张地会议之后现在已胜利地结束了。我们这次会议是在全国军事情况进一步胜利展开中召开的,在我英勇无敌的人民解放军渡海进攻之下,海南、东山、舟山等岛屿先后获得解放,这就证明:我人民解放军不仅无敌于大陆,而且也是无敌于海洋。台湾、金门的解放也为时不久了,在全国范围内结束战争转入全面和平建设的时期已经不远了。我们这次会议也是在全国财经情况进一步好转的情况下召开的,全国金融物价已比趋向稳定,财政收支已比接近平衡,现在的国家财政经济工作已经统一。这个成绩是非常伟大的,这就证明:中央人民政府的领导是完全正确的,正如刘少奇副主席说的:「这是除开人民解放军在前线上胜利以外,从中央人民政府成立以来为人民所做的一件最大的工作。」中国的财政经济,在历史上从来是没有统一过的,国家的财政收支,数十年来也从来没有平衡过,十二年来的金融物价
