我省苏北地区地处江淮沂沭泗下游,素有洪水走廊之称。全区雨量比较丰沛,全年降雨量大部分集中在汛期的七、八、九三个月,占全年雨量的40%～75%,特别是梅雨季节,形成连续阴雨天气,使占总面积80%以上的平原、圩洼地区极易积水成涝.解放初期原有易涝面积约3000万亩,经多年治理,到1987年已有90%以上的易涝面积达到三年一遇以上的治涝标准。也还有一些地区由于基本上未进行治理或标准过低,农作物受涝
