汕头市委、市政府根据邓小平同志南巡谈话和江泽民同志视察广东讲话精神,结合国内外经济社会发展的大走势,从汕头的实际出发,提出了创办科技型经济特区的战略决策,这是汕头经济特区迈向新世纪,实现把汕头建设成为现代化国际港口城市的重要方略。它要求我们必须更加解放思想,迅速转变观念,提高对创办科技型经济特区、发展高新技术产业重要意义的认识,并按照建立社会主义市场经济体制的要求,加快科技型经济特区建设步伐。就汕头现有的基础看,必须认真抓好以下十个方面的工作:

It requires us to emancipate our minds more quickly and to change our concept quickly so as to raise our awareness of the importance of establishing a special economic zone for science and technology and the development of high-tech industries and speed up the pace of building a special-type special economic zone in accordance with the requirements of establishing a socialist market economic system.
