一、财政体制改革后卫生事业费管理结构变化的新情况 我市自1992年进行财政体制改革,开始在个别乡镇开展试点,实行乡镇财政收支包干,1993年全面铺开,全市21个乡镇都实行了财政包干,卫生事业费管理结构也随着财政体制改革而发生了变化,原来是市财政局把全市的卫生事业费统一拨给卫生局,再由卫生局按各单位的人员编制和开展业务工作量及预防保健工作任务多少具体分拨到下面单位,并指定了预防
