本文基于耦合协调度理论,构建了我国文保能力评价的指标体系,运用模糊综合评价法对我国文保能力进行了测评,并计算了公众与政府文保能力的耦合协调度。研究发现,我国文保能力总体处于极度失调衰退状态,公众文保能力滞后于政府文保能力,二者发展较差且失衡。我国应在协调均衡发展观的指导下,按照“政府有限主导,公众积极参与”的原则加强文保能力建设。
Based on the theory of coupling degree of coordination, this paper constructs the index system of the evaluation of China’s ability to protect coffers, evaluates the capacity of coffers in China by using the fuzzy comprehensive evaluation method, and calculates the coupling coordination between the public and the government’s ability to coffer the coffers. The study found that the overall ability of China’s cultural security system is in a state of extreme imbalance and recession, and the ability of the public documentary protection lags behind that of the government’s social protection system. Both of them have underdeveloped and unbalanced development. Under the guidance of coordinating the concept of balanced development, our country should strengthen the capacity building of the literary protection according to the principle of “limited government dominance and public participation”.
