近年来,梅德韦杰夫以其“全面现代化战略”为指针,坚持民主与自由价值观,试图在俄罗斯政治、经济、社会等领域推进带有浓厚自由化色彩的全面现代化进程。这一进程在俄刑事法领域即体现为俄罗斯刑事政策的自由化——具体表现为当代俄罗斯刑事立法的自由化趋势。梅德韦杰夫近两年内提交国家杜马的三个刑事立法修正案则进一步推动了当下俄刑事立法的自由化进程。普京继任总统后,俄刑事立法自由化趋势将植入新的要素。
