目的:了解新疆卫生监督机构的基本情况、卫生人力资源的分布及达标情况,为更加合理、有效地配置卫生人力资源提供依据。方法:采用普查法对2014年新疆113所卫生监督机构进行调查,采用构成比、χ2检验对调查结果进行统计分析。结果:113所卫生监督机构人员编制1917人,在岗人员1605人;机构性质为行政编制10个、事业编制103个。建议按要求统一卫生机构的行政级别、人员性质、机构名称等;制定规范的卫生监督机构人员配置标准,合理、有效地配置人力资源;创建一支兼备专业性和职业性的卫生监督人员队伍。
OBJECTIVE: To understand the basic situation of health supervision agencies in Xinjiang, the distribution of health workforce and their compliance with standards so as to provide the basis for more rational and effective allocation of health workforce. Methods: The census method was used to investigate 113 health supervision agencies in Xinjiang in 2014, and the results were statistically analyzed by the constituent ratio and χ2 test. Results: There were 1917 staffs in 113 health supervision agencies and 1605 on-the-job staffs. The nature of the agencies was 10 in the administrative establishment and 103 in the establishment of the enterprise. It is suggested that the administrative level, personnel nature and organization name of the health institution should be unified according to the requirements; to establish a standardized staffing standard for the health supervision institution and to rationally and effectively allocate human resources; and to create a contingent of professional and professional health supervisors.
