There are many difficulties in predicting trade policies in developed capitalist countries. There are objective reasons for these difficulties. For example, each government’s activities in trade policy are subject to the spontaneous forces of the market, the opposition of domestic monopolies and the state regulation of the foreign economic relations of other countries.
