福建解放前邮电设施非常落后,建国后较长时间又受前线战备和封闭经济的影响,通信事业发展很慢。解放后至1978年的29年间,我省邮电建设总投资仅一亿元,大部分还是三线建设的战备项目。因此,我省通信状况与全国平均水平比较,存在很大差距。党的十一届三中全会以来,在中央对福建实行特殊政策、灵活措施的推动下,我们努力从内部挖潜,并争取外部支持,大力发展通信建设,适应福建改革开放的需要。
Before the liberation of Fujian, the postal and telecommunications facilities were very backward. After the founding of the People’s Republic of China, the telecommunications industry was slowed down by the frontline combat readiness and the closed economy. After the liberation of 1978 to 29 years, the province’s total investment in post and telecommunications only 100 million yuan, most of them are still third-line construction of combat readiness projects. Therefore, there is a big gap between our province’s state of communications and the national average. Since the Third Plenary Session of the 11th Central Committee of the Communist Party of China, with the special policies and flexible measures taken by the Central Government toward Fujian, we have been making every effort to tap potentials from the inside and seek external support to vigorously develop the communications construction so as to meet the needs of Fujian’s reform and opening up.
