科学发展观是党和国家为推动全面建设小康社会而提出的重大战略思想。科学发展观的本质是坚持以人为本,科学发展观的核心是以经济建设为中心的全面发展,科学发展观的根本要求是统筹兼顾。现在我国各级政府、各行各业和各个领域都在为树立和落实科学发展观做出回应性的努力。就经济法的理论和实务的研究而言,要树立和落实科学发展观,至关重要的是要明确政府在市场经济运行中的角色定位,厘清政府干预经济的界限,为此必须解决以下四个方面的认识问题。
The scientific concept of development is a major strategic thinking put forward by the party and the state to promote the building of an overall well-to-do society. The essence of the scientific concept of development is to adhere to the people-oriented principle. The core of the scientific concept of development is all-round development centered on economic construction. The fundamental requirement of the scientific concept of development is to take all factors into consideration. At present, all levels of government in China, all walks of life and all fields are making corresponding efforts to establish and implement the scientific concept of development. As far as the study of the theory and practice of economic law is concerned, it is of crucial importance to establish and implement the scientific concept of development by clearly defining the role of the government in the operation of the market economy, and by clarifying the limits of the government’s intervention in the economy. To do this, we must solve the following four Awareness of the issue.
