The imbalance of the internal and external trade of China has long been a problem; the external imbalance embodies itself as the long- term surplus of the international balance of payment caused by twin surpluses,and the internal imbalance is characterized by high investment,low consumption,high saving rate and the periodic inflation. This paper attempts to analyze the role of the opening strategy in the problem of the imbalance. Under the influence of the internal economic,political and social environment,the export- oriented,opening strategy of introduction of foreign capital and stabilization of exchange rate is established,which may increase the risk of inflation.
