食品安全检查乏力严重弱化了食品安全监管实效。为扭转我国严峻的食品安全形势,应借鉴国际先进食品安全检查理念和制度,增加财政经费投入,提升基层食品安全检查力量;采用合理科学的惩处额计算方法,建立食品身份制度及其经营者诚信档案制度,推动惩处行为精细化、规范化,并保持其对不法行为有效的震慑力。
Fatigue of food safety inspection seriously weakened the effectiveness of food safety regulation. In order to reverse the grim situation of food safety in our country, we should learn from the concepts and systems of international advanced food safety inspection, increase investment in finance, and enhance the inspection of grassroots food safety; adopt a reasonable and scientific method of calculating the amount of punishment and establish a system of food identity and integrity of its operators File system to promote the refinement and standardization of punishment and to maintain its effectiveness as a deterrent to wrongful acts.
