水利工作的改革应该怎么搞?我想就这个问题谈一点自己的看法。下面讲三个问题: 第一个问题,形势大好,非改不可最近几年来,随着全国形势和农村形势的发展,我们的水利工作也有了很大的进展,很多地方创造了许多新经验,有的地方出现了过去从来没有过的新局面。有一些原来发现的老大难问题,也开始得到了解决。但是,也有一些同志认为在大好形势下,水利工作的困难还很大,他们感到农业发展了,一部分农民变富了,但农民对水利的要求不如以前那样迫切;
