“省直管县”给省、县带来的机遇不言而喻,而南漳县多年的试行取得的成效和显露的问题,也在见证着此项改革或是一道难越的“门槛”。得·益自2004年以来,湖北省试行了“省直管县”的财政管理体制改革。在几年来的运行实践中,南漳县也随全省改革的实施,切身体会到了此项机制带来的益处。首先,通过“三项奖补”激励机制,提高了基层理财积极性。
