I. INTRODUCTION The FAA has been emphasizing security, air defense and effectiveness in the modernization of the U.S. National Airspace System (NAS). Prior to the 9/11 incident, the national airspace system handled 1.9 million passengers, 40,000 tons of cargo and 60,000 non-scheduled flights daily. Busy and airspace congestion at the airport has resulted in a large number of flight delays, particularly in flight rush hour and adverse weather conditions, which have shown inefficiencies, poor flexibility and lack of predictive capacity. Delayed flights disrupt the airline’s operations and passenger plans, affecting the U.S. economy.
