一、正确看待和评价已有的增长模式首先谈一个概念问题。增长方式是过去长时间沿用下来的概念,主要是指效率高低、消耗大小等意思。我在这里更多地使用增长模式的概念,这个概念除了上述涵义外,还有要素组合和竞争优势等涵义,包容性更宽一些。对改革开放以来中国经济发展的成就,国内外的评价总体上说相当高,但说到中国的经济增长模式,看法就大不相同,经常听到的评价是“粗放”“低效”,如此等等。对中国经济增长的“绩效”和“模式”评价如此不一,颇令人困惑。

However, China’s economic growth model differs widely. The assessments often heard are “extensive” and “inefficient,” and so on and many more. It is puzzling that assessments of “performance” and “mode” of China’s economic growth have been so mixed.
