妇女是创造人类文明和推动社会发展的一支伟大力量,妇女的发展水平是社会发展的重要标志,也是衡量社会进步的主要尺度。实现男女平等、提高妇女地位、改善妇女生存环境、促进妇女发展、维护妇女权益是各级政府义不容辞的历史责任;儿童是祖国的希望、人类的未来。切实做好儿童工作,培养适应21世纪需要的高素质人才,也是历史赋予各级政府的重要职责。近年来,我州各级政府和有关部门认真贯彻实施妇儿规划,全州妇儿事业迈上一个新台阶,但作为经济和社会发展相对滞后的地区,我们仍面临许多困难和挑战,本文就此问题作一浅析。一、妇儿工作基础坚实1、规划先行。1996年,海南州政府制定下发了《海南州九五儿童发展规划》,是我州第一部以儿童为主体、促进儿童发展的行动计划;1997年,制定颁布了《海南州妇女发展规划(1997-2000年)》,是我州第一部关于妇女发展的专门规划和行动纲领。这两个
