2006年9月底,发改委在其官方网站上向全国公开征集医改建议,新一轮医改方案正在酝酿之中。多年以来的以药养医被认为是医疗改革中的一道攻坚难题。出厂价20元的药到患者手中变成了98元,发改委20次降价却无实质性改变。药价虚高,百姓的心头痛;以药养医,医疗改革的拦路虎。即将展开的新一轮医改,能否破解这个顽症?
At the end of September 2006, the National Development and Reform Commission (NDRC) publicly solicited medical reform proposals from the government on its official website. A new round of medical reform programs is currently under development. The use of medicine for medical purposes for many years is considered to be a difficult problem in health care reform. The drug with an ex-factory price of 20 yuan has become 98 yuan in the hands of patients, and the NDRC’s 20 price cuts have not changed substantially. Drug prices are high and people suffer from headaches; taking drugs to provide medical care and medical reforms are a deterrent. Will the new round of medical reforms that are about to unfold solve this chronic problem?
