干部下基层,本应是农民群众求之不得的好事。然而不少干部下基层却大张旗鼓、流于形式,不仅没有给人民群众办实事,反而增加群众的负担,这就有悖于下基层的初衷。干部下基层应多为民办难事、解难题、送温情、带实惠,在下基层之前应有所思考,做到“三思而后行”。一是思民。过去,不少干部下基层多是“以我为主”进行调研,甚至不择手段“为我所用”。当前,干部下乡,领导调研,应从转变作风入手,实现从“以我为主”向“以民为主”的转变:应
The cadres under the grassroots should have been honored by peasants and masses. However, many cadres under the grass-roots units are displaying their fanfare in a big way and in a formal manner. They not only fail to do practical work for the masses of the people, but increase their burdens. This runs counter to the original intention of the grassroots. The cadres at the grassroots level should be more difficult for the people to do their homework, solve difficult problems, give warmth and bring benefits to them. They should think before they reach the grassroots level so that they can “think twice before they go after”. First, thinking people. In the past, many cadres at the grassroots level were mostly “based on me” and did not even resort to means “for what I used.” At present, cadres go to the countryside and lead the investigation and study should start from changing their style of work and realize the transformation from “taking” as the mainstay to “taking the people as the mainstay”:
