山东德州玻璃厂,是一个生产平板玻璃和日用玻璃的中型国营企业。职工1,800多人,年产平板玻璃34万重量箱,日用玻璃6万吨。 1988年后,企业处于原材料较大幅度的涨价及其企业承包利润指标比上年大幅度提高的局面。面对双重压力,我们在采取层层承包、精简机构、岗位定员、开办厂内劳务市场、实行计件工资和开设厂内银行措施的同时,还试行了“厂内有限风险股份”这种具有全员风险抵押性质的承包形式。即除个别享受长期劳保待遇的职工外,其余职工都按规定时间、数额缴纳了风险基金。全厂共收取风险基金59万元,
