在当前精准扶贫工作中,信息公开程度较高,国家与农民的直接对接,打破了原来乡村基层组织垄断信息的权力结构。乡村关系的利益共同体式微与转型,监督压力使得村干部的行为逻辑和行为模式发生转变,村干部动员能力的不同形塑出当前扶贫工作中治理样态的差异。精准扶贫工作中利益密集的资源分配在相对扁平化、均质化的村庄社会结构中激活了竞争关系。当国家与农民对接时,信息垄断的基层权力结构被打破,村干部的政策解释权、自由裁量权被压缩,严格的监督机制不断压缩村庄在执行政策时的弹性空间,形成当前精准扶贫工作中干群关系互动的内在机制。
In the current precise poverty alleviation work, the higher the degree of information disclosure, the direct connection between the state and the peasants broke the original power structure of monopoly information in rural grassroots organizations. The commonalities and transitions of interest relations in rural areas and the pressure of supervision make the behavior logic and behavior patterns of village cadres change. The different types of village cadres’ mobilization ability shape the difference of governance styles in current poverty alleviation work. The intensive resource allocation in the precise poverty alleviation work has activated the competition in the relatively flat and homogeneous village social structure.
