党的十一届三中全会以来,通过贯彻执行对内搞活经济、对外实行开放的一系列方针政策,随着经济体制改革的深入发展,企业管理工作正逐步由原来封闭式的单纯生产型转变为开放式的生产经营型,这是企业管理上具有战略意义的历史性的转变。我省化工企业过去一直是单纯生产型管理。这种管理是在高度集中体制下形成的。国家对企业统收统支,统购包销,吃“大锅饭”,严重束缚了企业的活力,不再适应经济技术发展形势的要求。在经济体制改革中不少企业在形势“逼迫”下,从不自觉到自觉,不同程度地打破了原来管理工作的旧框
