我们党历来就很重视培养革命接班人工作,在革命和建设实践中锻炼和造就了一批又一批优秀干部,为培养选拔年轻干部创造和积累了宝贵的经验。在新世纪将要到来的时刻,认真总结历史经验,为当前和今后提供值得借鉴的东西,是很有意义的。 历史的经验 早在1963年上半年,中央组织部派一位副部长到福建去调查。发现在干部队伍方面有一个突出的问题,就是在地、县的领导干部中,一是年龄较大,二是本地干部所占比例很小,这反映了对解放后生长起来的干部培养不够,实质上是个培养新生力量的问题。中央组织部为此又进一步组织干部对地委以上各级领导班子的情况作了调查,认为这是一个带普遍性的问题,现在应当提出和解决这个问题,就向党中央写了关于调整党政机关领导核心和培养新生力量的报告。这个报告经毛泽东主席批示,中
